Fr. Robert J. Lochner
Parish priest, Director of Southern Area of the Archdiocesan Confraternity of Christian Doctrine, MD National Guard Chaplain, Co-Moderator of the Catholic Youth Organization. First named publicly as accused by the Baltimore archdiocese on its list 4/16/2019, where it is stated that multiple allegations of abuse were received starting in 2002. That account, however, was revised on the 4/24/2019 list to state that multiple allegations began arriving in 1993. Abuse was alleged to have occurred in the 1950s and 1960s. Died 12/9/1967 in a car accident on a trip to the beach with four boys. One of the boys died. Included in the 4/5/2023 MD Attorney General’s Report. It shows that in 3/2002 a man told the Archdiocese that Lochner sexually abused him at age 11 or 12 in 1962 or 1963, and that his father reported the abuse at the time to the Archdiocese. Between 2002 and 2018, five more people reported abuse by Lochner, of boys ages 8-18. Two received settlements.

Our Database of Publicly Accused does not state or imply that individuals facing allegations are guilty of a crime or liable for civil claims. The reports contained in the database are merely allegations. The U.S. legal system presumes that a person accused of or charged with a crime is innocent until proven guilty. Similarly, individuals who may be defendants in civil actions are presumed not to be liable for such claims unless a plaintiff proves otherwise. Admissions of guilt or liability are not typically a part of civil or private settlements. For more information, see our posting policy.
