Fr. Luis Eugene de Francisco
Extern priest from the diocese of Cali, Colombia. Worked in the San Diego Diocese 1962-1963. Accused of abusing children of migrant workers. Arrested in 8/1963. San Diego Bishop Buddy told the Diocese of Cali that if de Francisco left the US and never returned, charges would be set aside. De Francisco was delivered the the border at Tijuana, Mexico and told to return to Cali. Included on the San Diego diocese’s list of priests with credible allegations released 3/30/2007. Personnel file released 10/24/2010. Also worked in TX and FL. Included on the Galveston-Houston archdiocese’s list 1/31/2019. It notes that De Francisco was removed from ministry in 1960. Believed to have died in the early 1990s.
