“Chappy.” Reportedly in 2003, Chapman was accused of fondling at least one student at St. Francis Indian School on the Rosebud Reservation. The school principal said he remembered seeing Chapman with a boy on his lap, and said “I didn’t like the possibilities. We asked him to leave.” Documents show that in 1968 another priest stated “Chappy….[was] fooling around with little girls – he had them down the basement of our building in the dark, where we found a pair of panties torn.” Chapman died 11/30/1990 and was buried at St. Francis. A 2011 article links him to abuse of multiple girls. By mid-2010, 6 plaintiffs were participating in litigation regarding Chapman. Cases dismissed by court in 1/2014. Included on the Rapid City diocese’s list in 3/2019. On the Jesuits Midwest Province list 12/17/2018.

Our Database of Publicly Accused does not state or imply that individuals facing allegations are guilty of a crime or liable for civil claims. The reports contained in the database are merely allegations. The U.S. legal system presumes that a person accused of or charged with a crime is innocent until proven guilty. Similarly, individuals who may be defendants in civil actions are presumed not to be liable for such claims unless a plaintiff proves otherwise. Admissions of guilt or liability are not typically a part of civil or private settlements. For more information, see our posting policy.
