The almost two-hour dialogue between Pope Francis and the Bishops opened the 76th General Assembly of the Italian Episcopal Conference in the Vatican.
The various sessions, which took place at the Hilton Rome Airport in Fiumicino (Rome) from 23 to 27 May 2022, had as their central theme: “Listening to the narratives of the people of God. The first discernment: which priorities are emerging for the Synodal Way? “.
It was attended by 223 members, 14 Bishops emeritus, the Apostolic Nuncio in Italy HE Mons. Emil Paul Tscherrig, the President of the Council of European Episcopal Conferences (CCEE) HE Mons. Gintaras Grušas, the Coordination Group of the Synodal Way and the representatives of the Synodal Way delegates from the Regional Episcopal Conferences.
In the course of the works, a trio of diocesan bishops were elected, from which the Holy Father appointed the new President in the person of Cardinal Matteo Maria Zuppi, Archbishop of Bologna. The Assembly also elected the Vice President of the CEI for the Southern area and the President of the Episcopal Commission for the clergy and consecrated life.
Starting from the ideas offered by Cardinal Gualtiero Bassetti in the Introduction, the Bishops focused on some fundamental issues for the life of the ecclesial community and of society: the education of young people, the importance of the internal areas of the country, the suffering of families and companies tried by the increase in prices, the war, the unification of dioceses.
Ample space was dedicated to the Synodal Path of the Churches in Italy: thanks to the discussion in the synodal groups and the contribution offered by the 32 diocesan representatives, some priority pastoral points were identified on which to conduct the second year of listening, always with a narrative method .
The Bishops approved a determination with five lines of action for a more effective prevention of the phenomenon of abuse of minors and vulnerable people. In addition to implementing the establishment of listening centers, which currently cover 70% of the Italian dioceses, the Assembly decided to implement a first national report on prevention activities and cases of abuse reported or denounced to the diocesan and interdiocesan services network in the last two years and to start an analysis on the data of presumed or ascertained crimes perpetrated by clerics in Italy in the period 2000-2021, guarded by the Congregation for the Doctrine of the Faith.
During the works, an initial outline was presented for the drafting of the new “Ratio Nationalis” with the aim of submitting the complete text to the General Assembly of May 2023. “ad experimentum” for the next three years was approved the Note “The ministries of the Reader, of the Acolyte and of the Catechist for the Churches that are in Italy”, which incorporates the interventions of Pope Francis to guide concrete practice on the ministries established, both of the Reader and of the Acolyte and of the Catechist.
During the Assembly, some communications were presented relating to the National Eucharistic Congress scheduled in Matera from 22 to 25 September, the “Day for the Pope’s Charity”, the commitment of the CEI media (Avvenire, the Sir agency, Tv2000 and the radio network InBlu2000), to the new Conventions by the Mixed Commission of Bishops-Institutes of Consecrated Life (Religious and Secular) and Societies of Apostolic Life.
Furthermore, the General Assembly has provided for some legal-administrative fulfilments. Finally, the calendar of activities of the CEI for the pastoral year 2022-2023 was presented.
Dialogue with the Pope and some shared requests
The dialogue – confidential, frank and sincere – with Pope Francis opened the 76th General Assembly in the Vatican, which took place from 23 to 27 May at the Hilton Rome Airport in Fiumicino (Rome). In addressing the various topics that emerged from the Bishops’ questions, the Holy Father did not lack his encouragement, with paternity and in fraternal communion.
The comparison following the Introduction by Cardinal Gualtiero Bassetti highlighted some shared requests: from the need to relaunch family ministry within the horizon outlined by “Amoris Laetitia” to the urgency of involving young people, in the line indicated by the Cardinal who had asked to collect and respond to the “provocations” expressed by adolescents during the meeting with the Pope on 18 April last. If on the one hand it was strongly asked to enhance the internal areas, also starting a dialogue with local administrators, on the other hand attention was focused on the suffering of families and companies, increasingly burdened by the indiscriminate increase in cost. of utilities. The new President of the CEI
During the proceedings, the General Assembly elected, pursuant to art. 26 § 1 of the Statute, a trio of diocesan bishops who proposed to the Holy Father for the appointment of its President. Pope Francis has chosen as the successor of Cardinal Gualtiero Bassetti the first of the elect, Cardinal Matteo Maria Zuppi, Archbishop of Bologna.
In his first statement to the press, the President of the CEI spoke of a “Church that is on the road and walks in the mission of all time, that is the one we will celebrate at Pentecost: a Church that speaks to everyone, that wants to reach everyone’s heart and that speaks, in the babel of this world, the only language of love ”.
“The Synodal Way – he added – continues in listening: when someone listens he is hurt by what he lives, he makes that suffering his own. What we live helps us to understand the many questions, the many sufferings, and therefore also how to be a close mother and how to meet the different companions on the road ”.
There was no lack of thought about the situation in the country and the international crisis: “Right now, in Italy, in Europe and in the world we are experiencing various pandemics: that of Covid with all that it has revealed in terms of fragility, weaknesses, awareness, questions open and insane; and now also the pandemic of war to which Pope Francis had been referring with insistence for some time when speaking of the third world war in pieces and which he had recalled in the Brothers all by referring to some fundamental themes linked to peace and nuclear power. Without forgetting other pieces of wars that are – even those – world ”.
The Synodal Way
“Listening to the narratives of the people of God. The first discernment: what priorities are emerging for the Synodal Way?” was the theme of the Assembly which focused on what has been done so far to identify some priority pastoral issues on which to conduct the second year of listening, which will have – once again – a narrative slant. The first year, which officially began last October, involved almost all the Churches in Italy: the 206 diocesan summaries, received by the Coordination Group, collected what was expressed by over 40 thousand synodal groups involving almost half a million people. As confirmed by many of the diocesan syntheses, privileging listening to experiences allowed all participants to express themselves, without worrying about formulating precise concepts,
Of the more than 400 diocesan representatives (priests, deacons, lay people and consecrated persons), thirty-two, that is two for each ecclesiastical region, took part in the work of the Assembly, bringing their contribution of reflection and experience.
The Assembly approved the following motion: “The Synodal Path of the Churches in Italy continues with the second period of the narrative phase. The Bishops, listening to the People of God, look with conviction at this path as indicated by Pope Francis with the Universal Synod and proposed for Italy by the National Coordination Group. For this reason, they entrust to the Presidency, after consulting the Permanent Council, the care of the elaboration of the synthesis text of the national phase to be sent to the General Secretariat of the Synod of Bishops. At the same time, they instructed the Permanent Council to approve texts and instruments for continuing the Synodal Path, taking into account the time schedule and the lines discussed by this Assembly.
The priorities for the second year of the Synodal Way, which will have to be further focused on in the coming weeks in the regional meetings between diocesan referents and Bishops, are emerging as “construction sites”, with even experiential moments, which will encourage further listening to people . Three priorities have been identified in the form of a “construction site”: co-responsibility and training of pastoral workers, listening to the “worlds” (poor, young people, women, professions, cultures …) and streamlining of ecclesial structures. Each local Church, then, will choose a fourth site, on the basis of the diocesan synthesis reached at the end of the first year of listening. The outline for the second synodal year will be delivered in the first days of July.
The protection of minors and vulnerable people
The General Assembly also approved a determination with five lines of action for a more effective prevention of the phenomenon of abuse of minors and vulnerable people. The Bishops, sensitive and close to the pain of the victims and survivors of all forms of abuse, reaffirmed their readiness to listen, to dialogue and to the search for truth and justice. Moreover, a commitment already undertaken with the 2019 Guidelines .
The video message of Cardinal Sean Patrick O’Malley, President of the Pontifical Commission for the Protection of Minors, with appreciation for the efforts of the Churches in Italy, was received by the Bishops with gratitude, in particular for the encouragement expressed to continue on the road taken. This is a sign of a collaboration that has intensified in recent months between the CEI and the Pontifical Commission.
- The Bishops’ decision aims to strengthen the network of diocesan referents and related services for the protection of minors and vulnerable people. Already established starting from 2019 in all 226 Italian dioceses, this reality will now be supported with training courses aimed at pastoral workers (priests, men and women religious, catechists, educators, teachers of religion …) and those called to deal with legal aspects . With this action, it is intended to promote, even more widely, a culture of respect and dignity for minors and vulnerable people.
- The commitment was then reiterated to implement the establishment of the Hearing Centers, which currently cover 70% of the Italian dioceses, to welcome and listen to those who want to report recent or past abuses, and to address to those in charge according to the need expressed by the people: a doctor, a psychologist, a lawyer, the judiciary, the police, a spiritual companion, a couple counselor, etc. Listening Centers are an open door to places close to people (a family counseling center, a professional office, etc.), with trained leaders – mostly lay and lay people – available for first listening, a service that is proving to be very valuable .
- The Bishops have also decided to produce a first national report on prevention and training activities and on cases of abuse reported or reported to the diocesan and interdiocesan services network in the last two years (2020-2021). The data will be collected and analyzed by an academic research center. The reports will then be held annually and will constitute a valuable tool for improving, in terms of quality and effectiveness, the training action of the Services and that of welcoming and listening to the Centers. They will then give a signal of transparency, since they will be made public. The Churches in Italy thus accepted Pope Francis’ invitation to the Pontifical Commission for the Protection of Minors, which asked for “a report on the Church’s initiatives for the protection of minors and vulnerable adults”.
- Thanks to a new space for collaboration opened in recent months with the Congregation for the Doctrine of the Faith, it will then be possible to know and analyze, in a quantitative and qualitative way, the data kept in the same Congregation, guaranteeing due confidentiality. These data refer to alleged or ascertained crimes perpetrated by clerics in Italy in the period 2000-2021. The analysis will be conducted in collaboration with independent research institutes, which will guarantee high-level scientific and moral profiles, and will allow for a deeper and more objective knowledge of the phenomenon. This will make it possible to improve prevention and contrast measures, to accompany victims and survivors with greater awareness and to refine the criteria for other research.
- Finally, as already announced, the CEI is now participating as a permanent guest at the Observatory for the fight against pedophilia and child pornography, established by law 269/1998. The Bishops took note with great favor of this possibility of collaboration with public institutions for the study and monitoring of the prevention and contrast of sexual abuse and exploitation to the detriment of minors throughout Italian society.
These five lines of action are not a closed list to possible developments, far from it: it is the will of the Bishops to take any step so that the phenomenon of abuse is resolutely opposed, promoting safe environments and suitable for the smallest and most vulnerable.
Guidelines and norms for seminars
During the course of the work, an initial outline was presented for the drafting of the new “Ratio Nationalis” with the aim of submitting the complete text to the General Assembly of May 2023 for its definitive approval. With this in mind, a draft will be drawn up by next summer so that the Episcopal Commission for the clergy and consecrated life can arrive in late autumn, through discussions with the Permanent Council and the Presidency of the CEI, to a first proposal to be submitted. to the Bishops.
In addition to providing the essential points of reference for the formation communities of our country, the “Ratio Nationalis” must also provide for some necessary experiments which, under the responsibility of the Bishops and the communities of formators, try to accompany the process of change underway by seeking new ways of forming future priests for communion and mission. In the debate, the Bishops highlighted the need to integrate concrete experiences outside the seminars into the preparatory path, so as to allow a full immersion in community life, with the involvement of men and women religious, lay people, families and listening groups. In this sense, the style experienced with the Synodal Way can help to overcome a certain isolation of seminaries in favor of inclusion in the community.
If on the one hand it is necessary to focus on ongoing formation, on the other it is clear that, in order to react to the vocational winter, it is necessary to reinvest in youth and vocation ministry as well as in accompanying paths. According to the prelates, improving the training of formators and networking the Rectors becomes strategic.
Note on established ministries
The General Assembly approved “ad experimentum” for the next three years the Note “The ministries of the Lector, the Acolyte and the Catechist for the Churches in Italy”. The document incorporates the interventions of Pope Francis to guide the concrete practice on the ministries established, both of the Reader and of the Acolyte (for which the revision of the rites of institution by the Congregation for Divine Worship is expected), and of the Catechist. Furthermore, with the Note, the Italian Episcopal Conference intends to insert the theme of “instituted ministries” within the Synodal Way, so that it can also become an opportunity to renew the “forma Ecclesiae” in a more communal key. The Synodal Way will thus constitute an ideal place to verify the actual impact of the new ministries established by the Reader, of the Acolyte and the Catechist in ecclesial practice. The General Assembly has entrusted to the Permanent Episcopal Council the task of determining the methods of verification and study of the topic. The Bishops discussed the duration of the training courses, underlining the need to have common lines and sharing the proposal to set the age threshold for access to ministries at 25 years of age.
Various
Legal-administrative obligations. The Bishops have provided, as every year, to some legal-administrative obligations: the approval of the balance sheet of the CEI for the year 2021; the approval of the distribution and assignment of the sums deriving from the eight per thousand for the year 2022; the presentation of the final balance, relating to 2021, of the Central Institute for the support of the clergy.
Communications and information
During the works some information was shared. The first concerned the “Mediterranean for Peace” meeting, held in Florence from 23 to 27 February, which aroused great interest both within the episcopates and in many parts of civil society for its relevance and for reasons related to the care pastoral care and the evangelical mission, which find new impetus in the synodal perspective.
A second communication concerned the XXVII National Eucharistic Congress to be held in Matera from 22 to 25 September on the theme: “Let’s go back to the taste of bread. For a Eucharistic and Synodal Church ”. The days will be marked by moments of celebration, by testimonies, by significant gestures that will help to live even better the synodal journey undertaken and to read the present moment. In recent months, the preparation in parishes and dioceses has been intensifying. From Matera, one of the oldest cities in the world, a message of hope and peace will be launched, in the awareness that “returning to the taste of bread” takes on an even deeper meaning in times of pandemics and above all of war. In fact, the conflict is heavily affecting the supply of cereals and the price of foodstuffs, with destabilizing repercussions on many countries, especially the poorest ones.
Another communication focused attention on the “Pope’s Day for Charity”, which will be celebrated on Sunday 26 June. It is an opportunity to embrace peoples and families, poor and refugees through the hands of the Pope: a gesture that brings about peace, because it supports the concern of the Holy Father for the countless situations of poverty and “waste”, in a spirit of sharing and solidarity. In 2021, the Italian Dioceses offered the Holy See 3,115,270.95 euros; the amount received by the Holy See by way of can. 1271 of the Code of Canon Law was € 4,020,125.00.
Also in 2022 the media of the Italian Church (Avvenire, Agenzia Sir, Tv2000 and Radio Circuit InBlu2000,) and of the Dioceses – starting from the diocesan weeklies associated with the FISC (Italian Federation of Catholic Weeks) – will support the initiative with various activities.
A further communication concerned the new Conventions by the Joint Commission for Bishops-Institutes of Consecrated Life (Religious and Secular) and Societies of Apostolic Life. The Conventions elaborated concern the entrusting of a territorial or personal parish to an Institute of consecrated life or to a Society of apostolic life; the entrustment of a territorial parish with an attached personal parish; the entrustment of a territorial parish with an attached missio cum cura animarum ; entrusting a rectory to an Institute of consecrated life or to a Society of apostolic life; the assignment of a rectory with an attached missio com cura animarum. Typical schemes were presented for drawing up agreements between an institute of consecrated life or society of apostolic life and a diocese or parish for diversified pastoral services in the diocese, or for parish services of a pastoral and educational type. Finally, a scheme of convention has been proposed between institutes or companies and the rector of the sanctuary whose custody is intended to be entrusted.
One last piece of information was related to the CEI media (Sir Agency, Avvenire, Tv2000 and InBlu2000 radio circuit), to their daily and constant commitment to quality information, capable of giving voice to the reality of the territories and at the same time of to tell and investigate what is happening nationally and internationally, in particular on the pandemic and war front.
Finally, the calendar of activities of the CEI for the pastoral year 2022-2023 was presented to the General Assembly.
Statutory obligations
The Assembly proceeded with the election of the Vice President for the Southern Area and the President of the Episcopal Commission for the clergy and consecrated life: respectively, SER Mons. Francesco Savino, Bishop of Cassano all’Jonio, and SER Stefano were elected. Manetti, elected Bishop of Fiesole.

During the work of the General Assembly, the Permanent Episcopal Council met on 25 May and approved the Message for the 17th National Day for the Custody of Creation (1 September 2022) entitled: “« He took bread , given thanks “(Lk 22:19) – All in one fragment” and the Message for the 72nd National Thanksgiving Day (November 6, 2022) entitled: “They will cultivate gardens and eat their fruit” (Am 9.14) – Custody of creation, legality, agromafies.
The amendment to the Statute of the Association “Group of Research and Socio-Religious Information – GRIS” was also approved.
Finally, the Council approved some administrative indications regarding the completion of works related to ecclesiastical cultural heritage and religious buildings.

Il dialogo di quasi due ore tra Papa Francesco e i Vescovi ha aperto in Vaticano la 76ª Assemblea Generale della Conferenza Episcopale Italiana.
Le varie sessioni, che si sono svolte all’Hilton Rome Airport di Fiumicino (Roma) dal 23 al 27 maggio 2022, hanno avuto come tema centrale: “In ascolto delle narrazioni del popolo di Dio. Il primo discernimento: quali priorità stanno emergendo per il Cammino sinodale?”
Hanno partecipato 223 membri, 14 Vescovi emeriti, il Nunzio Apostolico in Italia S.E.R. Mons. Emil Paul Tscherrig, il Presidente del Consiglio delle Conferenze Episcopali Europee (CCEE) S.E.R. Mons. Gintaras Grušas, il Gruppo di Coordinamento del Cammino sinodale e i referenti del Cammino sinodale delegati dalle Conferenze Episcopali Regionali.
Nel corso dei lavori si è proceduto all’elezione di una terna di Vescovi diocesani, da cui il Santo Padre ha nominato il nuovo Presidente nella persona del Cardinale Matteo Maria Zuppi, Arcivescovo di Bologna. L’Assemblea ha, inoltre, eletto il Vice Presidente della CEI per l’area Sud e il Presidente della Commissione Episcopale per il clero e la vita consacrata.
A partire dagli spunti offerti dal Cardinale Gualtiero Bassetti nell’Introduzione, i Vescovi si sono soffermati su alcune questioni fondamentali per la vita della comunità ecclesiale e della società: l’educazione dei giovani, l’importanza delle aree interne del Paese, la sofferenza di famiglie e aziende provate dall’aumento dei prezzi, la guerra, l’unificazione delle diocesi.
Ampio spazio è stato dedicato al Cammino sinodale delle Chiese in Italia: grazie al confronto nei gruppi sinodali e al contributo offerto dai 32 referenti diocesani, sono stati individuati alcuni snodi pastorali prioritari sui quali condurre il secondo anno di ascolto, sempre con metodo narrativo.
I Vescovi hanno approvato una determinazione con cinque linee di azione per una più efficace prevenzione del fenomeno degli abusi sui minori e sulle persone vulnerabili. Oltre ad implementare la costituzione dei Centri di ascolto, che attualmente coprono il 70% delle diocesi italiane, l’Assemblea ha deciso di attuare un primo Report nazionale sulle attività di prevenzione e sui casi di abuso segnalati o denunciati alla rete dei Servizi diocesani e interdiocesani negli ultimi due anni e di avviare un’analisi sui dati di delitti presunti o accertati perpetrati da chierici in Italia nel periodo 2000-2021, custoditi dalla Congregazione per la Dottrina della Fede.
Durante i lavori è stato presentato un primo schema orientativo per la stesura della nuova “Ratio Nationalis” con l’obiettivo di sottoporre il testo completo all’Assemblea Generale del maggio 2023.
È stata approvata “ad experimentum” per il prossimo triennio la Nota “I ministeri del Lettore, dell’Accolito e del Catechista per le Chiese che sono in Italia”, che recepisce gli interventi di Papa Francesco per orientare la prassi concreta sui ministeri istituiti, sia del Lettore e dell’Accolito sia del Catechista.
Nel corso dell’Assemblea sono state presentate alcune comunicazioni relative al Congresso Eucaristico Nazionale in programma a Matera dal 22 al 25 settembre, alla “Giornata per la carità del Papa”, all’impegno dei media della CEI (Avvenire, l’agenzia Sir, Tv2000 e la rete radiofonica InBlu2000), alle nuove Convenzioni a cura della Commissione Mista Vescovi-Istituti di Vita Consacrata (Religiosi e Secolari) e Società di Vita Apostolica.
L’Assemblea Generale, inoltre, ha provveduto ad alcuni adempimenti di carattere giuridico-amministrativo. È stato presentato infine il calendario delle attività della CEI per l’anno pastorale 2022-2023.
Il dialogo con il Papa e alcune istanze condivise
Il dialogo – riservato, franco e sincero – con Papa Francesco ha aperto in Vaticano la 76ª Assemblea Generale, che si è svolta dal 23 al 27 maggio presso l’Hilton Rome Airport di Fiumicino (Roma). Nell’affrontare i diversi argomenti emersi dalle domande dei Vescovi, il Santo Padre non ha fatto mancare il suo incoraggiamento, con paternità e in comunione fraterna.
Il confronto seguito all’Introduzione del Cardinale Gualtiero Bassetti ha messo in evidenza alcune istanze condivise: dalla necessità di rilanciare la pastorale familiare nell’orizzonte delineato da “Amoris Laetitia” all’urgenza di un coinvolgimento dei giovani, nella linea indicata dal Cardinale che aveva chiesto di raccogliere e dare risposta alle “provocazioni” espresse dagli adolescenti nel corso dell’incontro con il Papa del 18 aprile scorso. Se da una parte si è chiesto con forza di valorizzare le aree interne, avviando anche un dialogo con gli amministratori locali, dall’altra si è focalizzata l’attenzione sulle sofferenze delle famiglie e delle aziende, sempre più gravate dall’aumento indiscriminato del costo delle utenze. Nel ricordare l’impegno costante ed efficace delle Caritas locali a favore delle fasce più deboli della popolazione, i Vescovi hanno manifestato la loro vicinanza e la loro attenzione a quanti si trovano in situazioni di disagio e di povertà.
Rispetto al dramma della guerra che in Ucraina continua a seminare morte e distruzione, i presuli hanno evidenziato l’importanza di far risuonare, con voce unanime e coraggiosa, il “no” al conflitto e la volontà di costruire insieme la pace, facendo tacere le armi. A questo proposito, i Vescovi hanno condiviso l’appello “Per una Repubblica libera dalle armi nucleari” firmato nella scorsa primavera da oltre 40 presidenti nazionali di associazioni cattoliche che più volte si sono espresse in merito alle armi nucleari e all’adesione del trattato ONU, che l’Italia non ha ancora ratificato. La riflessione sui conflitti si è allargata alla situazione dei profughi e dei migranti, in particolare alla tragedia dei lager di detenzione, luoghi di morte e sopraffazione: i Vescovi hanno espresso una denuncia netta, ricordando l’urgenza di attuare politiche migratorie adeguate, rispettose della dignità umana.
A partire dalla riflessione proposta dal Nunzio Apostolico in Italia, Mons. Emil Paul Tscherrig, si è poi dibattuto sul processo di unificazione delle diocesi “in persona Episcopi” e sulla necessità di una verifica dei frutti degli accorpamenti del 1976.
Il nuovo Presidente della CEI
Nel corso dei lavori, l’Assemblea Generale ha eletto, a norma dell’art. 26 § 1 dello Statuto, una terna di Vescovi diocesani che ha proposto al Santo Padre per la nomina del suo Presidente. Papa Francesco ha scelto come successore del Cardinale Gualtiero Bassetti il primo degli eletti, il Cardinale Matteo Maria Zuppi, Arcivescovo di Bologna.
Nella sua prima dichiarazione alla stampa, il Presidente della CEI ha parlato di una “Chiesa che è per strada e cammina nella missione di sempre, ovvero quella che celebreremo a Pentecoste: una Chiesa che parla a tutti, che vuole raggiungere il cuore di tutti e che parla, nella babele di questo mondo, l’unica lingua dell’amore”.
“Il Cammino sinodale – ha aggiunto – continua nell’ascolto: quando qualcuno ascolta si fa ferire da quello che vive, fa sua quella sofferenza. Ciò che viviamo ci aiuta a capire le tante domande, le tante sofferenze, e quindi anche come essere una madre vicina e come incontrare i diversi compagni di strada”.
Non è mancato un pensiero alla situazione del Paese e alla crisi internazionale: “In questo momento, in Italia, in Europa e nel mondo viviamo diverse pandemie: quella del Covid con tutto ciò che ha rivelato in termini di fragilità, debolezze, consapevolezze, domande aperte e dissennatezze; e ora anche la pandemia della guerra a cui con insistenza, da tempo, Papa Francesco aveva fatto riferimento parlando di terza guerra mondiale a pezzi e che aveva ricordato nella Fratelli tutti riportando alcuni temi fondamentali legati alla pace e al nucleare. Senza dimenticare altri pezzi di guerre che sono – anche quelle – mondiali”.
Il Cammino sinodale
“In ascolto delle narrazioni del popolo di Dio. Il primo discernimento: quali priorità stanno emergendo per il Cammino sinodale?” è stato il tema dell’Assemblea che si è concentrata su quanto fatto finora per individuare alcuni snodi pastorali prioritari sui quali condurre il secondo anno di ascolto, che avrà – ancora una volta – un taglio narrativo. Il primo anno, iniziato ufficialmente lo scorso ottobre, ha coinvolto pressoché tutte le Chiese in Italia: le 206 sintesi diocesane, pervenute al Gruppo di coordinamento, hanno raccolto quanto espresso da oltre 40mila gruppi sinodali che hanno coinvolto quasi mezzo milione di persone. Come confermato da molte delle sintesi diocesane, privilegiare l’ascolto delle esperienze ha permesso a tutti i partecipanti di esprimersi, senza preoccuparsi di formulare concetti precisi, e ha favorito l’esternazione di tanti sentimenti – spesso compressi nell’animo nei due anni della pandemia – sia sotto forma di apprezzamenti e proposte sia sotto forma di critiche e richieste.
Degli oltre 400 referenti diocesani (presbiteri, diaconi, laici e consacrati), trentadue, cioè due per ogni regione ecclesiastica, hanno preso parte ai lavori dell’Assemblea, portando il loro contributo di riflessione e di esperienza.
L’Assemblea ha approvato la seguente mozione: “Il Cammino sinodale delle Chiese che sono in Italia prosegue con il secondo periodo della fase narrativa. I Vescovi, in ascolto del Popolo di Dio, guardano con convinzione a questo percorso secondo quanto indicato da Papa Francesco con il Sinodo universale e proposto per l’Italia dal Gruppo di coordinamento nazionale. Per questo, affidano alla Presidenza, sentito il Consiglio Permanente, la cura dell’elaborazione del testo di sintesi della fase nazionale da inviare alla Segreteria Generale del Sinodo dei Vescovi. Allo stesso tempo, incaricano il Consiglio Permanente di approvare testi e strumenti per proseguire il Cammino sinodale tenendo conto del cronoprogramma e delle linee discusse da questa Assemblea. In questo è importante il coinvolgimento dei territori attraverso le Conferenze Episcopali Regionali”.
Le priorità per il secondo anno del Cammino sinodale, che dovranno essere ulteriormente messe a fuoco nelle prossime settimane negli incontri regionali tra referenti diocesani e Vescovi, si stanno profilando come “cantieri”, con momenti anche esperienziali, che favoriranno l’ulteriore ascolto delle persone. Le priorità individuate, sotto forma di “cantiere” sono tre: corresponsabilità e formazione degli operatori pastorali, ascolto dei “mondi” (poveri, giovani, donne, professioni, culture…) e snellimento delle strutture ecclesiali. Ogni Chiesa locale, poi, sceglierà un quarto cantiere, sulla base della sintesi diocesana raggiunta alla fine del primo anno di ascolto. La traccia per il secondo anno sinodale verrà consegnata ai primi giorni di luglio.
La tutela dei minori e delle persone vulnerabili
L’Assemblea Generale ha approvato, inoltre, una determinazione con cinque linee di azione per una più efficace prevenzione del fenomeno degli abusi sui minori e sulle persone vulnerabili. I Vescovi, sensibili e vicini al dolore delle vittime e dei sopravvissuti ad ogni forma d’abuso, hanno ribadito la loro disponibilità all’ascolto, al dialogo e alla ricerca della verità e della giustizia. Impegno, peraltro, già assunto con le Linee guida del 2019.
Il videomessaggio del Cardinale Sean Patrick O’Malley, Presidente della Pontificia Commissione per la Tutela dei Minori, con l’apprezzamento per lo sforzo delle Chiese in Italia, è stato ricevuto dai Vescovi con gratitudine, in particolare per l’incoraggiamento espresso a continuare sulla strada intrapresa. Segno, questo, di una collaborazione che si è intensificata negli ultimi mesi tra la CEI e la Pontificia Commissione.
- La decisione dei Vescovi ha come obiettivo quello di potenziare la rete dei referenti diocesani e dei relativi Servizi per la tutela dei minori e delle persone vulnerabili. Già costituita a partire dal 2019 in tutte le 226 diocesi italiane, questa realtà verrà ora sostenuta con percorsi formativi rivolti agli operatori pastorali (sacerdoti, religiosi e religiose, catechisti, educatori, insegnanti di religione…) e a chi è chiamato a occuparsi degli aspetti giuridici. Con questa azione, si intende infatti promuovere, ancora più capillarmente, una cultura del rispetto e della dignità dei minori e delle persone vulnerabili.
- È stato poi ribadito l’impegno di implementare la costituzione dei Centri di ascolto, che attualmente coprono il 70% delle diocesi italiane, per accogliere e ascoltare quanti vogliono segnalare abusi recenti o passati, e indirizzare a chi di competenza secondo l’esigenza espressa dalle persone: un medico, uno psicologo, un avvocato, la magistratura, le forze dell’ordine, un accompagnatore spirituale, un consulente di coppia, ecc. I Centri di ascolto sono una porta aperta in luoghi vicini alle persone (un consultorio familiare, un ufficio professionale, ecc.), con responsabili preparati – in buona parte laici e laiche – disponibili al primo ascolto, un servizio che si sta rivelando assai prezioso.
- I Vescovi hanno anche deciso di realizzare un primo Report nazionale sulle attività di prevenzione e formazione e sui casi di abuso segnalati o denunciati alla rete dei Servizi diocesani e interdiocesani negli ultimi due anni (2020-2021). I dati saranno raccolti e analizzati da un Centro accademico di ricerca. I report avranno poi cadenza annuale e costituiranno uno strumento prezioso per migliorare, in termini di qualità ed efficacia, l’azione formativa dei Servizi e quella di accoglienza e ascolto dei Centri. Daranno poi un segnale di trasparenza, dal momento che saranno resi pubblici. Le Chiese che sono in Italia hanno accolto così l’invito rivolto da Papa Francesco alla Pontificia Commissione per la Tutela dei Minori, che ha chiesto “un rapporto sulle iniziative della Chiesa per la protezione dei minori e degli adulti vulnerabili”. Quello che scaturirà sarà un monitoraggio permanente dei dati, via via raccolti, e dell’efficacia delle attività messe in campo.
- Grazie a un nuovo spazio di collaborazione aperto negli ultimi mesi con la Congregazione per la Dottrina della Fede, sarà possibile poi conoscere e analizzare, in modo quantitativo e qualitativo, i dati custoditi presso la medesima Congregazione, garantendo la dovuta riservatezza. Tali dati fanno riferimento a presunti o accertati delitti perpetrati da chierici in Italia nel periodo 2000-2021. L’analisi verrà condotta in collaborazione con Istituti di ricerca indipendenti, che garantiranno profili scientifici e morali di alto livello, e consentirà di pervenire a una conoscenza più approfondita e oggettiva del fenomeno. Ciò permetterà di migliorare le misure di prevenzione e contrasto, di accompagnare con più consapevolezza le vittime e i sopravvissuti e di affinare i criteri per altre ricerche.
- Infine, come già reso noto, la CEI partecipa ora in qualità di invitato permanente all’Osservatorio per il contrasto della pedofilia e della pornografia minorile, istituito con legge 269/1998. I Vescovi hanno preso atto con molto favore di questa possibilità di collaborazione con le istituzioni pubbliche per lo studio e il monitoraggio della prevenzione e il contrasto dell’abuso e dello sfruttamento sessuale a danno delle persone di minore età in tutta la società italiana.
Queste cinque linee di azione non sono un elenco chiuso a eventuali sviluppi, tutt’altro: è volontà dei Vescovi compiere qualsiasi passo perché il fenomeno degli abusi venga contrastato decisamente, promuovendo ambienti sicuri e a misura dei più piccoli e vulnerabili.
Orientamenti e norme per i seminari
Nel corso dei lavori, è stato presentato un primo schema orientativo per la stesura della nuova “Ratio Nationalis” con l’obiettivo di sottoporre il testo completo all’Assemblea Generale del maggio 2023 per la sua approvazione definitiva. In quest’ottica, entro la prossima estate sarà elaborata una bozza così che la Commissione Episcopale per il clero e la vita consacrata possa giungere in autunno inoltrato, attraverso il confronto con il Consiglio Permanente e la Presidenza della CEI, a una prima proposta da sottoporre ai Vescovi.
Oltre a fornire i punti di riferimento essenziali per le comunità formative del nostro Paese, la “Ratio Nationalis” dovrà anche prevedere alcune necessarie sperimentazioni che, sotto la responsabilità dei Vescovi e delle comunità dei formatori, provino ad accompagnare il processo di cambiamento in atto cercando modalità nuove per formare alla comunione e alla missione i futuri presbiteri. Nel dibattito, i Vescovi hanno evidenziato la necessità di integrare nel percorso propedeutico esperienze concrete al di fuori dei seminari, così da consentire una full immersion nella vita delle comunità, con il coinvolgimento di religiosi e religiose, laici, famiglie e gruppi di ascolto. In tal senso, lo stile sperimentato con il Cammino sinodale può essere d’aiuto per superare un certo isolamento dei seminari a favore di un’inclusione nella comunità.
Se da un lato occorre puntare sulla formazione permanente, dall’altro appare chiaro che, per reagire all’inverno vocazionale, è necessario reinvestire sulla pastorale giovanile e vocazionale così come sui percorsi di accompagnamento. Secondo i presuli, diventa strategico migliorare la formazione dei formatori e mettere in rete i Rettori.
Nota sui ministeri istituiti
L’Assemblea Generale ha approvato “ad experimentum” per il prossimo triennio la Nota “I ministeri del Lettore, dell’Accolito e del Catechista per le Chiese che sono in Italia”. Il documento recepisce gli interventi di Papa Francesco per orientare la prassi concreta sui ministeri istituiti, sia del Lettore e dell’Accolito (per i quali si attende la revisione dei riti di istituzione da parte della Congregazione per il Culto Divino), sia del Catechista. Con la Nota, inoltre, la Conferenza Episcopale Italiana intende inserire il tema dei “ministeri istituiti” all’interno del Cammino sinodale, in modo che possa diventare anche un’opportunità per rinnovare la “forma Ecclesiae” in chiave più comunionale. Il Cammino sinodale costituirà così un luogo ideale di verifica anche sulla effettiva ricaduta dei nuovi ministeri istituiti del Lettore, dell’Accolito e del Catechista nella prassi ecclesiale. L’Assemblea Generale ha affidato al Consiglio Episcopale Permanente il compito di determinare le modalità di verifica e di approfondimento del tema. I Vescovi si sono confrontati sulla durata dei percorsi formativi, sottolineando la necessità di avere linee comuni e condividendo la proposta di fissare a 25 anni la soglia di età per l’accesso ai ministeri.
Varie
Adempimenti di carattere giuridico-amministrativo. I Vescovi hanno provveduto, come ogni anno, ad alcuni adempimenti di carattere giuridico-amministrativo: l’approvazione del bilancio consuntivo della CEI per l’anno 2021; l’approvazione della ripartizione e dell’assegnazione delle somme derivanti dall’otto per mille per l’anno 2022; la presentazione del bilancio consuntivo, relativo al 2021, dell’Istituto Centrale per il sostentamento del clero.
Comunicazioni e informazioni
Nel corso dei lavori sono state condivise alcune informazioni. La prima ha riguardato l’Incontro “Mediterraneo di pace”, svoltosi a Firenze dal 23 al 27 febbraio, che ha suscitato grande interesse sia all’interno degli episcopati sia in molte parti della società civile per la sua attualità e per motivi inerenti la cura pastorale e la missione evangelica, che trovano nuovo impulso nella prospettiva sinodale.
Una seconda comunicazione ha riguardato il XXVII Congresso Eucaristico Nazionale che si terrà a Matera dal 22 al 25 settembre sul tema: “Torniamo al gusto del pane. Per una Chiesa eucaristica e sinodale”. Le giornate saranno scandite da momenti di celebrazione, da testimonianze, da gesti significativi che aiuteranno a vivere ancor meglio il cammino sinodale intrapreso e a leggere il momento presente. In questi mesi si sta intensificando la preparazione nelle parrocchie e nelle diocesi. Da Matera, una delle città più antiche del mondo, sarà lanciato un messaggio di speranza e di pace, nella consapevolezza che “tornare al gusto del pane” assume un significato ancora più profondo in tempo di pandemia e soprattutto di guerra. Il conflitto infatti sta incidendo pesantemente sull’approvvigionamento di cereali e sul prezzo dei generi alimentari, con ricadute destabilizzanti su molti Paesi, in particolare quelli più poveri.
Un’altra comunicazione ha focalizzato l’attenzione sulla «Giornata per la Carità del Papa», che si celebrerà domenica 26 giugno. Si tratta di un’occasione per abbracciare popoli e famiglie, poveri e profughi attraverso le mani del Papa: un gesto, questo, che realizza la pace, perché sostiene la premura del Santo Padre per le innumerevoli situazioni di indigenza e di “scarto”, in spirito di condivisione e solidarietà. Nel 2021, le Diocesi italiane hanno offerto alla Santa Sede 3.115.270,95 euro; l’importo pervenuto alla Santa Sede a titolo di can. 1271 del Codice di Diritto Canonico è stato di euro 4.020.125,00.
Anche nel 2022 i mezzi di comunicazione della Chiesa italiana (Avvenire, Agenzia Sir, Tv2000 e Circuito radiofonico InBlu2000,) e delle Diocesi – a partire dai settimanali diocesani associati alla FISC (Federazione Italiana Settimanali Cattolici) – sosterranno l’iniziativa con diverse attività.
Un’ulteriore comunicazione ha riguardato le nuove Convenzioni a cura della Commissione Mista Vescovi-Istituti di Vita Consacrata (Religiosi e Secolari) e Società di Vita Apostolica. Le Convenzioni elaborate interessano l’affidamento di una parrocchia territoriale o personale ad un Istituto di vita consacrata o ad una Società di vita apostolica; l’affidamento di una parrocchia territoriale con annessa parrocchia personale; l’affidamento di una parrocchia territoriale con annessa missio cum cura animarum; l’affidamento di una rettoria ad un Istituto di vita consacrata o ad una Società di vita apostolica; l’affidamento di una rettoria con annessa missio com cura animarum. Sono stati presentati schemi tipo per redigere convenzioni tra un Istituto di vita consacrata o Società di vita apostolica e una diocesi o parrocchia per servizi pastorali diversificati nella diocesi, oppure per servizi parrocchiali di tipo pastorale ed educativo. È stato infine proposto uno schema di convenzione tra Istituti o società e il rettore di santuario di cui si intende affidare la custodia.
Un’ultima informazione è stata relativa ai media della CEI (Agenzia Sir, Avvenire, Tv2000 e Circuito radiofonico InBlu2000), al loro impegno quotidiano e costante per un’informazione di qualità, capace di dare voce alla realtà dei territori e allo stesso tempo di raccontare e approfondire quanto accade a livello nazionale e internazionale, in particolare sul fronte della pandemia e della guerra.
All’Assemblea Generale, infine, è stato presentato il calendario delle attività della CEI per l’anno pastorale 2022-2023.
Adempimenti statuari
L’Assemblea ha proceduto all’elezione del Vice Presidente per l’Area Sud e del Presidente della Commissione Episcopale per il clero e la vita consacrata: sono risultati eletti rispettivamente S.E.R. Mons. Francesco Savino, Vescovo di Cassano all’Jonio, e S.E.R. Stefano Manetti, Vescovo eletto di Fiesole.

Nel corso dei lavori dell’Assemblea Generale, il 25 maggio si è riunito il Consiglio Episcopale Permanente che ha provveduto ad approvare il Messaggio per la 17ª Giornata Nazionale per la Custodia del Creato (1° settembre 2022) dal titolo: “«Prese il pane, rese grazie» (Lc 22,19) – Il tutto in un frammento” e il Messaggio per la 72ª Giornata Nazionale del Ringraziamento (6 novembre 2022) dal titolo: «Coltiveranno giardini e ne mangeranno il frutto» (Am 9,14) – Custodia del creato, legalità, agromafie.
È stata inoltre approvata la modifica dello Statuto dell’Associazione “Gruppo di Ricerca e Informazione Socio-Religiosa – GRIS”.
Il Consiglio ha infine approvato alcune indicazioni amministrative riguardo al completamento di opere legate ai beni culturali ecclesiastici e all’edilizia di culto.
