Boy Repeatedly Raped

The mounting cases of abuse of children have turned even worse with the filing of a civil case alleging repeated sexual abuse of a very young boy, who was a Cub Scout, while attending mandatory Boy Scout jamborees decades ago.

That Cub Scout, now a 54-year-old man, with the initials A.N.D. to protect his identity, filed a lawsuit in the District Court of Guam against the Archdiocese of Agana, the Boy Scouts of America and former Guam priest Louis Brouillard.

A.N.D. alleges he was 11 in the summer of 1974 when he was sexually abused and raped by Brouillard, who was a priest and scoutmaster during a jamboree at Ypao Beach. The lawsuit states Brouillard went around the different camps and selected several boys, including A.N.D., and took them to a small building near Ypao where he allegedly forced himself on the 10 boys, sexually molesting and raping them and forcing the boys to perform sexual acts on him.

The civil complaint states as Brouillard abused the boys, they were crying. This happened every night for seven nights during the jamboree, court documents state.

A year later, A.N.D. was preparing to attend the Boy Scouts jamboree believing Brouillard would not be there, since the boy had not seen the priest since the abuse that occurred the previous summer. But when he arrived, the boy saw Brouillard and allegedly was subjected to rape and abuse every night during the jamboree, despite fighting back.

Abuse from multiple scout leaders

The lawsuit said on the last night of the jamboree, A.N.D. told Brouillard he was going to report what he was doing. Court documents state the priest told the boy "no one would believe."

The boy started to walk home but his scoutmaster, Joseph Tudela, told him, "Let's go back. Nothing happened," court documents state.

When he returned to his tent, A.N.D. alleges two older scout leaders took turns raping him.

He quit the scouts after the incident, and said a year later Tudela went to his home to get the boy to join the Boy Scouts again.

The boy said his grandparents were confused about why he had quit the organization.

A.N.D. said he went to a meeting for the Talofofo Boy Scout troop the following night to report the sexual abuse by Brouillard and other scout leaders. Court documents state Tudela laughed at him and told him to "stop lying" and that, even if he filed a report, "nobody would believe him."

Archdiocese still paying Brouillard

A.N.D.'s attorney David Lujan believes the Archdiocese and the Boy Scouts were aware of the rampant sexual abuse by Brouillard, who continues to receive a stipend from the Archdiocese of Agana. Lujan also believes the church is paying for Brouillard's attorney in the dozens of childhood sex abuse cases filed against the priest.

The complaint refers to Brouillard as a "sexual predator" who had been abusing at least two decades before A.N.D. was abused. It alleges the Boy Scouts and archdiocese did nothing to stop Brouillard or remove him from his positions as priest and scoutmaster.
