List of Accused Davenport Clergy
and Allegations
On July 17, 2008, the Diocese of Davenport released two versions of a
list of accused priests to fulfill one of the nonmonetary requirements
of its bankruptcy settlement. See List
released of accused clergy and List
of Credible Allegations Against Priests. This list is useful, but
it explicitly excludes some accused priests and all nonparish assignments
and chancery appointments.
In order to provide a more complete picture of the accused priests and
their assignments, we have supplemented the diocese's list by adding 1)
all accused priests whose names are known, 2) all
nonparish assignments and 3) chancery positions
within the diocesan management. We have used the color-coding so that
our supplements in the table below are clearly marked. If you scroll through
the table, the red and purple additions
will show how incomplete the diocese's original list was.
Why does this matter? Many accused Davenport priests worked and offended
in school settings, and the diocesan offices that some priests held provided
them with increased opportunities to offend, as well as the ability to
help themselves and other offenders. An unusual number of accused Davenport
priests held chancery offices, including the offices of vicar general,
chancellor, dean, youth director, Boy Scout director, vocations director,
and the like. See our lists of chancery

It appears that the culture of child abuse pervaded the Davenport hierarchy
to a degree difficult to match in other U.S. dioceses.
In Davenport, we also see the mobility of sexually offending priests,
as well as the way the hierarchy compounded this problem by its transfer
policies. Order priests, whose provinces transcend diocesan boundaries,
will sometimes make an order parish a very dangerous place for children,
as the Benedictines did in Burlington, Iowa. For order priests and externs,
we have included assignments in other dioceses, and when Davenport priests
who were accused of sexual abuse were sent away, we record those assignments
as well. For all assignments outside the Davenport diocese, we have shown
the city and state in red. We mark with a

assignment where the diocese states that the earliest abuse occurred.
We have added brief notes indicating seniority and position, using this
shorthand to conserve space: P=pastor, A=administrator, C=chaplain, T=teacher,
D=director, R=in residence, S=student, Pres=president, Pr=principal, M=member,
AssPr=assistant principal, AthD=athletic director, DoS=dean of students,
SpAss=special assignment, AssocPub=associate
publisher, MMDF=minister and missionary to deaf-mutes. If two abbreviations
are separated by a space in our table, they were concurrent. If they are
linked by a hyphen, one was followed by the other. The approximate length
of each assignment has been added to the table in a separate column.
We have reformatted the original table slightly to make it easier to
read, added links at the top to improve navigation, and provided photos.
Sometimes the diocese missed a parish assignment in compiling its list
or added parish assignments that are incorrect. Parishes that we have
added are indicated in blue; parishes that we have deleted are discussed
in the notes.

We hope this enhanced version of the diocese's list provides a more complete
and useful picture of the abuse situation in the Davenport diocese. Our
supplemented table is still incomplete, however, and we expect that the
diocese will eventually release the names of other accused priests. Even
in its partial state, our enhanced list shows that two-thirds of the diocese's
parishes had an accused priest in the rectory. See our spreadsheet
of parishes at risk, which shows 153 assignments of accused priests
in 86 parishes in 60 towns of the Davenport diocese. Please note that
the parish situation, horrible as it is, does not show the full extent
of the damage—sex offending priests preyed on many children at Catholic
high schools in the diocese.

Brugman: The diocesan list includes assignments to St.
Patrick, Charlotte and St. Patrick, Villa Nova for 1963-1965. These two
entries refer to the same church, and St. Patrick, Villa Nova is the more
accurate entry. We have retained it, and deleted the duplicate entry.
DeCoursey: The diocesan list includes assignments to
St. Patrick, Charlotte and St. Patrick, Villa Nova for 1937-1938. These
two entries refer to the same church, and St. Patrick, Villa Nova is the
more accurate entry. We have retained it, and deleted the duplicate entry.
Deyo: The diocesan lists indicate that he was at St.
Patrick's in Iowa City 1991-1992. However, the Official Catholic Directory
lists him as a priest at the parish 1991-1992 and as in residence there
1992-1997. We assume he had some parish duties and locate him there for
1991-1997.
Kalter: According to the Directory, this Redemptorist
priest arrived in Davenport in 1956, not 1958 as the diocese's list shows.
Kennedy: The diocese's list includes the brief appointment
in 1936 at St. Wenceslaus in Iowa City. We assume the 1937 Directory
does not list this appointment because Kennedy moved to St. Ambrose later
in 1936. In 1936-1937, the priests at St. Wenceslaus attended a mission
in Newport called St. Mary's. We have added this church to Kennedy's record.
The diocesan list includes assignments to St. Patrick, Charlotte and St.
Patrick, Villa Nova for 1957-1963. These two entries refer to the same
church, and St. Patrick, Villa Nova is the more accurate entry. We have
retained it, and deleted the duplicate entry. For the same years, the
diocese's list states that Kennedy was also at Immaculate Conception in
Petersville. But the Directory shows Raymond J. McGrath as the
pastor and sole priest at Petersville in 1957-1963. We have deleted that
assignment from Kennedy's assignment record.
Wagner: The diocesan list includes assignments to St.
Patrick, Charlotte and St. Patrick, Villa Nova for 1968-1974. These two
entries refer to the same church, and St. Patrick, Villa Nova is the more
accurate entry. We have retained it, and deleted the duplicate entry.
The Directory does not show this Green Bay diocesan priest's
1965-1966 assignment in Welton per the diocese's list. We assume that
the list is correct and the Directory was being reticent, showing
Wagner as on sick leave.
