Former Bishop Peter Ball, who admitted offences against teenagers and young men, is to be sentenced at the Old Bailey on Wednesday.
Archbishop of Canterbury Justin Welby has ordered an independent report into the Church of England's handling of the case.
The Bishop of Durham, the Rt Rev Paul Butler, told the BBC's Caroline Wyatt that the Church's systems were "more robust" than in 1993, so such a case "should not be possible" in the future.
