Douglas County Ex-pastor to Undergo Psychosexual Evaluation

A former pastor, who has been in the headlines before, is now accused of touching an employee against her will.

Bill Wininger, 62, was arrested on four counts of simple battery Thursday.

The Solicitor-General’s Office announced Friday that they filed a formal accusation of four counts of simple battery. They say Wininger made unwanted physical contact with a teacher at the King's Way Christian School.

Prosecutors say sexual conduct by Wininger was also directed toward other employees at the school.

The Douglas County Solicitor General says the arrest comes after 10 months of investigation.

"I want people to understand people in positions of power are not going to be able to use their positions to control and take advantage of their flock or their employees," said Solicitor General Matthew Krull.

Channel 2's Carl Willis attempted to speak with Wininger Friday night after he posted a $10,000 bond. He quickly closed his door without saying a word.

Krull further explained how the act of hugging an employee rose to a misdemeanor charge. He says over several days Wininger was "trying to hug and embrace an employee of his who was trying to get away." The teacher also claim he rubbed up against her.

Channel 2 Action News was there back in November when parents met at King's Way Christian School after Wininger resigned abruptly.

Allegations from nearly 20 years ago of sexual abuse while he was in Michigan had surfaced on the Internet. He was never arrested or charged for those alleged incidents.

"This has nothing to do with the case in Michigan," said Krull. "My victim is an adult."

According to the solicitor general, that victim is not alone. He says several other adult victims have come forward, but only this case will be pursued due to statute of limitation issues.

Wininger's bond conditions state that he can have no contact directly or indirectly with any of the victims who have come forward. He also must stay away from the victims’ families, and any members of King’s Way Baptist Church and School.

He must also undergo a psychosexual evaluation and treatment.
