AUGUSTA, Maine -- State police began an investigation on a Bangor minister days before he was found dead in a river near Bucksport.

The body of Rev. Robert Carlson was found on Sunday morning in the Penobscot River near the Penobscot Narrows Bridge. Carlson's car was on the bridge.

State police started investigating Carlson last Thursday, said Stephen McCausland, spokesman for the Maine Department of Public Safety. The Penobscot County District Attorney's Office had received a letter then thought it was appropriate that the state police follow through with it.

McCausland would not get into specifics about the information in the letter. Penobscot County District Attorney R. Christopher Almy declined to comment.

WMTW's partner in Bangor, WABI-TV, has reported that the the Katahdin Area Council of the Boy Scouts of America in Orono received an anonymous letter on Monday accusing Carlson of abuse.

State police had interviewed about a half-dozen people in its investigation, but had not contacted Carlson.

Carlson, 68, was the founder and president of Penobscot Community Health Care, an organization formed to provide affordable heath care to Bangor area residents. He also served as chaplain for several local police departments.

The state medical examiner's office said on Monday that Carlson drowned, but said the manner of death is pending investigation.

The Waldo County Sheriff's Office has ruled out foul play.
