But the commissioner also questioned whether Mr. Paterno had a moral responsibility to do more. "Somebody has to question ... what I would consider the moral requirements for a human being that knows of sexual things that are taking place with a child," The Associated Press quoted Mr. Noonan, of Clarks Summit, as saying during a news conference Monday.
