  Probe Finds Problems in Handling of Priest Abuse Cases

(Kansas City, Mo.) Investigators have completed a clergy abuse probe that reviewed the way the Kansas City - St. Joseph Diocese handled recent clergy abuse allegations.

The independent investigation, led by former U.S. Attorney Todd Graves, examined policies and procedures following reports of sexual misconduct.

The report states the investigation found that the diocese had numerous shortcomings with their handling of the allegations against former St. Joseph priest Shawn Ratigan and former priest Michael Tierney.

On May 19, 2011, Ratigan, a former priest at Bishop LeBlond High School, and St. Joseph Parish in Easton, Mo., was arrested and charged under Missouri's child pornography law.

Fr. Tierney was removed from his parish by Bishop Robert Finn after reports surfaced of alleged sexual abuse of minors in the early 1970s.

The investigation recommends the diocese report an abuse claim involving a minor to police and the Division of Family Services.

Another recommendation included appointing an ombudsman who must also be notified of the reports and investigate. In early June, the dioceses hired Jenifer Valenti, a Jackson Co. attorney, for this position. She took office July 15.

During the time of the alleged abuse investigations, the accused must be placed on leave.

The findings also suggest the diocese take greater steps in notifying the public of priests removed from ministry due to credible allegations of child abuse.
