A Hawaii bill that would lift the statute of limitations on civil lawsuits by victims of child sexual abuse is on the governor's potential veto list.

The Honolulu Star-Advertiser reported Monday Gov. Neil Abercrombie warns that the bill raises constitutional and fairness concerns.

The statute of limitations is now two years from the victim's 18th birthday, or in certain cases, two years from the time the victim discovered the injuries or damage from the abuse.

The state attorney general's office has told lawmakers eliminating the statute of limitations could threaten due-process rights and expose the state to unknown liability.

The Catholic Church contends statutes of limitations are in place because over time, memories can fade, records could no longer be available and the alleged abusers might have died.
