William Bullock, the seventh bishop of the Diocese of Des Moines, died Sunday in Wisconsin, the diocese said in a news release. He was 83 and had recently been diagnosed with lung cancer.

Bullock served central and southwest Iowa from 1987 to 1993 before he became bishop of the Diocese of Madison, Wis.

Bullock founded the parish of St. Francis of Assisi in West Des Moines and directed or was involved with two major charitable outreach efforts, the restart of a diocesan newspaper, and the establishment of the Catholic Pastoral Center in downtown Des Moines, said Bishop Richard Pates, the current bishop in Des Moines. He also was a national leader in setting up a sexual-abuse policy in 1988, according to the news release.

"The bishop was a dedicated churchman, capable of making difficult decisions all the while enjoying a tremendous sense of humor," Pates said.
