The charter was adopted in 2002 by the U.S. Catholic Conference of Bishops to “enable dioceses across the country to establish safe environment programs to protect children and youth from sexual abuse.” Bishop Michael Pfeifer of San Angelo said Friday that the 2009 audit marks the seventh consecutive year that the diocese has been in full compliance with all articles in the charter.
