  Cardinal Ouellet to Head Congregation for Bishops; Archbishop Fisichella to Lead New Pontifical Council

Pope Benedict has accepted the resignation of Cardinal Giovanni Battista Re, 76, as prefect of the Congregation for Bishops and has named Cardinal Marc Ouellet, Archbishop of Quebec, as his successor, according to a June 30 Vatican announcement. Cardinal Ouellet will also succeed Cardinal Re as the president of the Pontifical Commission for Latin America.

Pope Benedict has also named Archbishop Salvatore Fisichella, the president for the Pontifical Academy for Life, as president of the newly created Pontifical Council for the Promotion of the New Evangelization. The new president of the Pontifical Academy for Life is Msgr. Ignacio Carrasco de Paula, a Spanish-born priest of Opus Dei who is the pontifical academy's chancellor.

Earlier this year, five members of the Pontifical Academy for Life had publicly called for Archbishop Fisichella's replacement. Last year, a dispute erupted when Archbishop Fisichella wrote an essay in L'Osservatore Romano criticizing Brazilian Archbishop José Cardoso Sobrinho for his handling of a controversial abortion case involving a young girl. The Congregation for the Doctrine of the Faith eventually sided with Archbishop Cardoso Sobrinho.

In addition, Pope Benedict has named Archbishop Celestino Migliore, apostolic nuncio and permanent observer of the Holy See to the United Nations-- one of the most important Vatican diplomatic posts-- as his new apostolic nuncio to Poland. The Pontiff did not name a successor to Archbishop Migliore. The previous nuncio to Poland, Archbishop Józef Kowalczyk, was named Archbishop of Gniezno and Primate of Poland in May.
