QUEBEC - An association of church sex-abuse victims has come out swinging over news that Canada's highest-ranking Catholic could receive a promotion to the Vatican.

It says Marc Cardinal Ouellet doesn't deserve that promotion.

The group's founder and leader says the Quebec City cardinal has repeatedly refused to apologize for crimes committed within the church, and for the hundreds of lives destroyed.

Pope Benedict is reportedly set to name Ouellet to the powerful Congregation of Bishops, which advises the pope on the selection of bishops.

France Bedard made the comments at the Quebec City courthouse today following the appearance of an alleged pedophile priest.

The criminal case against Raymond-Marie Lavoie, accused of sexual crimes against former students at a seminary near Quebec City, is being put off until late September.

Ouellet, 66, is currently the Roman Catholic Primate of Canada.
