  Time No Longer on the Side of Child Sex Offenders on Guam

GUAM - On the heals of the admission by Guam's Archdiocese to the occurrence of sexual abuse in Catholic schools and by former priest Raymond Cepeda, Senator Cruz has introduced legislation that will send a clear message to child sex offenders that time is no longer on their side.


Currently the law requires a victim of child abuse to file criminal charges no later than three years after that victim turns 18.

If passed into law, Senator BJ Cruz's Bill 385 would allow a person who was sexually abused as a child to successfully file criminal charges against the perpetrator at any point after the actual abuse took place and not be restricted to the current three year limitation.

The people's response was overwhelming.

Guam News Watch asked "do you feel that legislature should pass Bill 385 and eliminate the statute of limitation for the prosecution of sex crimes involving a victim who is a minor?

At Kmart in Tamuning we spoke with Becky Klemm who said, "I'm all for it. I hope it passes. I think its a huge problem here and everywhere else."

Molly a customer at the Guam Premier Outlets told us, "yeah I think so. I think that will benefit a lot of people. I actually don't know the statistics but it doesn't really matter about the statistics really I think it would be a good thing for Guam."
