Concord The Roman Catholic Diocese of Manchester reached a "milestone" in its compliance with child protection policies and practices since last year, including revising policies to close "critical gaps" and enhancing its program, an international forensic auditing firm said in its report made public today.

KPMG Inc. also remarked on the "openness and willingness to cooperate" with auditors shown by Bishop John B. McCormack, the Rev. Edward J. Arsenault and other senior diocesan leaders.

State Attorney General Kelly A. Ayotte commended diocesan leaders and staff for the "dramatic improvement" made since last year.

The 2007 audit findings are a marked change from last year's when KPMG faulted top diocesan leaders for failing to set a "tone at the top" that demonstrated their willingness to encourage compliance with the terms of a 2002 agreement the diocese struck with the state.

The state and diocese say they are prepared to proceed with a fourth and final audit as called for under the court agreement.
