The priest, thought to be in his 40s, was arrested on Saturday and interrogated by gardai, who are preparing a file for the Director of Public Prosecutions. In a statement issued on Saturday evening, the Bishop of Kilmore, Dr Leo O'Reilly, confirmed that one of his diocesan priests was under suspicion, and he called on anyone with a concern for the safety of children to come forward with any information relevant to the case. "Gardai are investigating a complaint against a priest of the diocese of Kilmore, which involves the alleged sexual abuse of a child," Bishop O'Reilly said. "In accordance with Children First and Church guidelines, the priest in question has agreed to stand aside from his ministry, pending the outcome of this investigation," he added. The Irish Catholic Church procedure, under which an accused cleric immediately relinquishes pastoral duties, or is persuaded to do so by his bishop, has been the subject of disquiet among clergy. The National Conference of Priests has argued that the publicity surrounding such a move automatically damages the priest's character and reputation, even if he is later found to be innocent of any charge. The diocesan bishop, or religious superior, is required to provide accommodation and upkeep for the accused priest while the complaint is being investigated by gardai. In addition to the civil investigation, the priest against whom an allegation is made may also face ongoing ecclesiastical inquiries. A recent government report assessing the Catholic Church's child protection policies has recommended greater co-ordination between the Church, gardai and health board experts. This report is currently being studied by Children's Minster Brendan Smith, who is a TD for the Cavan-Monaghan constituency.
