Brooklyn-born Alan Horowitz, 60, was convicted in Schenectady County in 1992 of raping a 9-year-old psychiatric patient and sentenced to 10 to 20 years. After being released in 2004, he violated parole by leaving the country, and heading to Israel in 2006 before making his way to India. Horowitz was nabbed after U.S. officials in India got a tip placing him in the city of Mahabalipuram.
